Discord can’t handle IDs by themselves, it isn’t programmed to do so, it doesn’t know how, Discord is physically incapable (or at least as physical a piece of software can get) of finding a user by ID alone. It’s like you trying to identify a car using only half a license number, you can’t do it, and so can’t Discord.
