If it is a piece of elastic in the waistband, make a small slit on the inside, pull out a loop of the elastic and tighten it with a pin or some stitches, tuck it back in, sew up hole. (or not) Don’t try this if it is elasticized fabric or an elasticized waistband, rather than a piece of elastic.
